Migrant Workers and Overseas Filipinos Act of 1995, Republic Act No. 8042 (Philippines)

The Act penalizes illegal recruitment which is the act of canvassing, enlisting, contracting, transporting, utilizing, hiring or procuring workers and includes referring, contract services, promising or advertising for employment abroad, whether for profit or not, when undertaken by a non-licensee or non-holder of authority. Illegal recruitment also covers the act of charging any amount greater than the prescribed allowable fees, among others, when committed by any person. 

For the protection of migrant workers, the Act also requires relevant government agencies to issue travel advisories or disseminate information on labor and employment conditions in countries abroad. Legal assistance is also extended to migrant workers, as well as repatriation in cases as specified in the Act.
