Microgrid Systems Act, Republic Act No. 11646 (Philippines)

The Department of Energy is mandated to declare unserved and underserved areas for electrification, which areas are shall be provided with electric service by a Microgrid System Provider (MGSP) which shall be selected through a Competitive Selection Process (CSP). The CSP shall prioritize low-cost, indigenous and renewable sources of energy. 

The Circular also provides the parameters of MGSPs which are allowed to provide integrated power generation and distribution services in unserved areas identified by the Distribution Utility. MGSPs are not considered as public utilities, and are not required to secure a franchise from Congress, but shall secure an Authority to Operate from the Energy Regulatory Commission.
