Magna Carta for Residential Electricity Consumers (Philippines)

The Magna Carta provides that residential consumers shall have the:

  • Right to an electric service
  • Right to a refund of their bill deposits within the period provided therein
  • Right to an accurate electric watthour meter
  • Right to a refund of overbilling
  • Right to a properly installed meter
  • Right to meter testing by an electric utility and/or the Energy Regulatory Commission
  • Right to a prompt investigation of complaints
  • Right to an extension of lines and facilities
  • Right to information
  • Right to a transparent billing
  • Right to a monthly electric bill
  • Due process prior to disconnection of electric service, among others

It also provides for the obligations of residential consumers which include the obligation not to commit illegal use of electricity, among others.
