Local Governance Act, 2017 (Nepal)

The Local Governance Act of Nepal is intended to implement the provisions related to the powers of the local level under the Constitution of Nepal, promote cooperation, co-existence and coordination between the federation, province and local levels, and deliver efficient and quality services by ensuring people’s participation, accountability and transparency. It also aims to consolidate socialism-oriented federal democratic republic governance right from the local level as per the principle of the rule of law and sustainable development through proportionally inclusive and just distribution of the fruits of democracy. Moreover, it makes necessary provisions for the operation of the local government to institutionalize the legislative, executive and judicial practices at the local level by consolidating local government through development of local leadership. The Act defines the functions, duties and rights of a rural municipality and municipality, their fiscal jurisdiction and financial working procedures. It also sets out the function, duties and rights of the ward committee and district assembly.
