Law on Environmental Protection, No. 55/2014/QH13, 2014 (Viet Nam)

The Law provides statutory provisions on environmental protection activities; measures and resources for environmental protection; rights, powers, duties and obligations of regulatory bodies, agencies, organizations, households and individuals who are tasked with environmental protection. It enumerates principles of environmental protection namely:

  1. Environmental protection is the responsibility and obligation of every agency, organization, family household and individual.
  2. Environmental protection must be harmonized with the economic growth, social security, children's rights, gender equality, development and conservation of biodiversity, and response to climate change in order to ensure the human right to live in a clean environment.
  3. Natural resources are properly consumed and amount of waste substances is reduced to a minimum. 
  4. National environmental protection must conform to the regional and global environmental protection.
  5. Environmental protection must ensure no harm to the national sovereignty and security.
  6. Environmental protection must comply with the natural laws and characteristics, cultural and historical identities as well as the level of socio-economic development of the country.
  7. Environmental protection activities must be carried out in a regular manner, and prioritize the prevention and control of environmental pollution, emergencies and degradation.
  8. Any organization, family, household or individual, who uses environmental components and profits from the environment, is obliged to make their financial contribution to the environmental protection task.
  9. Any organization, family, household or individual, who causes environmental pollution, emergencies and degradation, is responsible to find remedial solutions, pay damages and assume other responsibilities as stipulated by laws. 

It also contains a portion on planning for environmental protection, strategic environmental assessment, environmental impact and environmental protection plan.
