Law on Economical and Efficient Use of Energy, Part II, 2011, Decree No. 21/2011/ND-CP (Viet Nam)

The Decree mandates efficient use of energy and provides measures and policies for the implementation of this mandate. It provides gathering of statistical data on energy use including the identification of major energy users, and their listing which shall be promulgated every year. The Law likewise provides the principal contents of energy management models and the coverage of energy audits. The Law further requires energy labeling for energy consuming devices and equipment, before their sale in the market. It also mandates the employment of managerial and technological resources for efficient use of energy. It specifically directs economical and efficient use of energy in state budget-funded agencies and units. The Decree also authorizes the examination, inspection and auditing of entities regarding the economical and efficient use of energy. Furthermore, investment incentives are provided to manufacture energy-efficient devices and equipment.
