Lao People’s Democratic Republic: Law on Disasters Management

The Disaster Risk Reduction and Management Law of the Lao People's Democratic Republic defines principles, regulations and measures in order for disaster management to be implemented effectively. It provides for the determination of Risk Zones, Risk Mapping, and the development of Disaster Risk Information System. It also provides for disaster prevention and disaster control, as well as post-disaster recovery. It enumerates the responsibilities of both the State and community in disaster management work. It further identifies the rights and obligations of Disaster Affected People. Said rights include emergency relief assistance, access to basic services such as public health, news and information, and receipt of welfare in accordance with regulations. On the other hand, obligations include accurate reporting of damage experienced, providing new and information to aid search and rescue operations, and compliance with evacuation plans. It also establishes a Disaster Management Fund to ensure a sufficient and sustainable budget in disaster management work. It enumerates the rights and duties of various government ministries in disaster management, provides for certain prohibitions, as well as recognition of outstanding achievements and measures against violators of the Law.
