Kiribati National Energy Policy, 2009

The Kiribati National Energy Policy (KNEP) is grounded on the vision of available, accessible, reliable, affordable, clean and sustainable energy options for the enhancement of economic growth and improvement of livelihoods in Kiribati. The KNEP is intended to address the need for a consolidated document governing all energy and energy-related activities. It provides a defined framework to enable public and private energy sector participants to make sound planning and investment decisions. 

The KNEP outlines broad issues for policy consideration including:

  • Human and institutional resource development
  • Energy security
  • Economic growth and improvement of livelihood
  • Equitable access and distribution of energy development

It adheres to six guiding principles, namely:

  1. Sustainability
  2. Good governance
  3. Environmental compatibility
  4. Stakeholder participation
  5. Gender equity
  6. Cultural and traditional compatibility

It also identifies certain key policy areas and corresponding policies to complement other development efforts, and comply with existing laws and regulations governing the energy sector.
