The Implementing Rules and Regulations of Republic Act No. 1137 or the Innovative Startup Act (Philippines)

The Implementing Rules and Regulations of the Innovative Startup Act (IRR) created the Philippine Startup Development Program (Program) which includes benefits, programs and incentives for startups and startup enablers, and defines the roles and responsibilities Department of Trade and Industry, Department of Science and Technology, and Department of Information Communications Technology as lead host agencies for the implementation of the Program. The IRR require the establishment of the Startup Business One-Stop Shop as a platform where all regulatory processes for the registration of startups can be facilitated seamlessly. The IRR also enumerate the benefits and incentives which startups and startup enablers are entitled to. They created a Startup Grant Fund and the Startup Venture Fund, and further provide the general guidelines for the issuance of startup visas.
