Implementing Rules and Regulations of the Philippine Ecological Solid Waste Management Act of 2000, Department of Environment and Natural Resources Administrative Order No. 2001-34
The Implementing Rules and Regulations (IRR) provide the institutional structures and mechanisms for the implementation of the Ecological Solid Waste Management Act of 2000. The supporting institutional mechanisms include the establishment of the National Ecology Center which shall provide technical expertise, training and networking services for the implementation of the Act. Local Solid Waste Management Boards are also created in each of the Local Government Units (LGUs), and a Provincial Solid Waste Management Board is also established at the provincial level. The National Solid Waste Management Commission is mandated to adopt the appropriate mechanisms to complete the National Solid Waste Management Framework. LGUs are also required to create a Local Government Solid Waste Management Plan. The IRR further prescribe the guidelines and minimum requirements for the following:
- Waste segregation and volume reduction of solid waste at the source
- The collection, transport and handling of solid wastes
- The operations of a materials recovery facility
- Composting
- The operations of controlled dumpsites, among others
