Implementing Rules and Regulations of the Climate Change Act, Climate Change Commission Administrative Order No. 01 of 2010 (Philippines)

The Implementing Rules and Regulations of the Climate Change Act provide regulations to implement the mandate of the Climate Change Act. They provide for the creation, composition, and qualifications of commissioners of the Climate Change Commission, as well as the powers and functions of the Commission. They contain provision on the organization of the Climate Change Office and directs the creation of a national panel of technical experts consisting of practitioners in disciplines that are related to climate change, including disaster risk reduction. The Panel shall provide technical advice to the Commission in climate science, technologies, and best practices for risk assessment and management, and the enhancement of adaptive capacity of vulnerable human settlements to potential impacts of climate change. The Rules also contain directions on the the formulation of the Framework Strategy and Program on Climate Change, National Climate Change Action Plan, and Local Climate Change Action Plans. They define the roles of government agencies for the effective implementation of the framework strategy and program on climate change, including the Department of Education, Department of Interior of Local Government, Department of Environment and Natural Resources, Department of Foreign Affairs, Philippine Information Agency, and Government financial institutions.
