Guidelines for Testing Laboratories for Energy Efficiency of Energy-Consuming Products and Fuel Efficiency of Transport Vehicles, Department of Energy Department Circular No. DC 2022-03-0005 (Philippines)

The Act enumerates the requirements for applicants who are applying for recognition as a testing laboratory, the criterion for evaluation of the application, the procedure for recognition as a testing laboratory, and obligations of the recognized testing laboratory. 

The Certificate as a recognized testing laboratory is only valid for three years from the date of issuance, and the renewal thereof must be filed at least three months prior to its expiration. It also specifies the process for the submission, evaluation and acceptance of proposals for the issuance of certificate of endorsement to the Board of Investment to avail of fiscal incentives under the Act.
