Guidelines on the Establishment and Management of Critical Habitat, Department of Environment and Natural Resources Memorandum Circular No. 2007-02 (Philippines)

The presence of threatened species shall be the primary consideration in determining the areas which shall be established as critical habitats, which shall be based on the best scientific data available. The general considerations in the establishment of critical habitats are: 

  1. Threatened species list indicated in the Department of Environment and Natural Resources Administrative Order No. 2004-15.
  2. Areas used as breeding, nesting, roosting, wintering, foraging and other activities by a natural population/individuals of a threatened species listed or not yet listed but are posing extinction.
  3. Presence of man-made pressures/threats.
  4. Priority areas for conservation identified by the Philippine Biodiversity Conservation Priority Setting Program.
  5. Presence of other natural resources that has economic and social impacts on the area. 

The Circular outlined the procedures in the establishment of critical habitats and enumerated the prohibited acts in critical habitats which include the dumping of waste products, squatting, mineral exploration and/or extraction, burning, logging and quarrying.
