Government Regulations on Forest Planning and Forest Management Plans, and the Utilization of Forest and Forest Areas, Government Regulation No. 6 of 2007 (Indonesia)

The Regulation was issued in view of the necessity to take strategic measures capable of boosting the growth of investments, accelerating timber estate development, controlling forest degradation and enhancing national economy, including economy of communities inside and around forests through deregulation and de-bureaucratization on the basis of the principles of good governance and sustainable forest management. The Regulation provides that forest arrangement and formulation of forest management plans, as well as forest exploitation, is under the authority of the government and regional governments. Said forest areas have three (3) main functions, namely, conservation forest, protected forest and production forest. The Regulation allows the government to delegate the implementation of forest management to state-owned enterprises operating in the forestry sector. The Regulation also provides for forest arrangement and formulation of forest management plan, forest exploitation in various types of forests (i.e., protected forests, production forests). It also provides for the licensing procedures and requirements for forest exploitation activities, as well as the conditions for termination of such license.
