General Assembly Resolution 45/212, Protection of Global Climate for Present and Future Generations of Mankind

The UN General Assembly Resolution 45/212 instituted a single intergovernmental negotiating process, under the auspices of the General Assembly and supported by the United Nations Environment Programme and the World Meteorological Organization, for the development of a framework convention on climate change. An Intergovernmental Negotiating Committee was also established to spearhead the negotiation process, and complete the framework convention and related agreements. It likewise created a special voluntary fund intended to ensure full participation of developing countries in the negotiating process. It also provides for certain administrative matters for the purpose of the negotiations, including the convening of negotiation sessions, duration of the session, cooperation with the Intergovernmental Panel on Climate Change, participation on non-governmental organizations and relevant bodies, among others.
