The Five-Year Socio-Economic Development Plan 2021-2025 (Viet Nam)

Under the Five-Year Socio-Economic Development Plan for 2021-2025, Viet Nam sets the overall goal of becoming a developing country with modern industry and surpassing the low middle income level by 2025. It will also focus on environmental protection and effectively respond to climate change. The Plan sets economic indicators to monitor its goals, including main economic indicators of average gross domestic product (GDP) at 6.5 to 7% and average per capita income of USD 4,700 to 5,000 by 2025. It targets a total factor productivity accounting for 45% of the growth rate, digital economy accounting for 20% of the GDP, with 25% from processing and manufacturing industries. The average growth rate of social labor productivity will be over 6.5% per year, urbanization rate will be about 45%, and the State budget deficit rate will average 3.7% of the GDP. It also sets environmental metrics including the rate of using clean water and hygienic water at 95 to 100% for the urban population and 93 to 95% for the rural population. Moreover, the rate of collection and treatment of municipal solid waste should meet the standards and regulations at 90%; the rate of industrial parks and export processing zones in operation with centralized wastewater treatment systems meeting environmental standards should be 92%; the rate of establishments causing serious environmental pollution to be treated reaches 100%; and forest coverage rate shall not be lower than 42%.
