Executive Order No. 320 of 2004: Designating the DENR as the National Authority for the Clean Development Mechanism (Philippines)

The Executive Order designates the Department of Environment and Natural Resources (DENR) as the National Authority for Clean Development Mechanism (CDM). The DENR, as the National Authority for CDM shall have the following powers and functions: 

  • Formulate and develop a national CDM policy
  • Develop the criteria, indicators, standards, systems and procedures, and evaluation tools for the review of CDM projects
  • Undertake the assessment and approval of CDM projects that will be submitted to the United Nations Framework Convention on Climate Change and Kyoto Protocol
  • Monitor the Implementation of CDM projects
  • Perform other functions that are related to and in pursuance of the development of CDM

The Rules also provide for the creation of Technical Evaluation Committees and the promulgation of CDM rules.
