Executive Order No. 290 of 2004: Natural Gas Vehicle Program for Public Transport (Philippines)
The Natural Gas Vehicle Program for Public Transport (NGVPPT) has the following objectives:
- To enhance energy supply security in the transport sector through fuel diversification using indigenous natural gas
- To use compressed natural gas as a clean alternative fuel for transport
The Executive Order identifies the key components covered by the NGVPPT, namely:
- Gas supply
- Infrastructure development
- Market development
- Technology
- Incentives and financial assistance
- Manpower development
- Standards and other regulatory concerns
- Information education communication
The Department of Energy, which is identified as the lead agency in developing the Philippine natural gas industry, shall be the lead implementing agency for the NGVPPT. The Executive Order also names co-implementing agencies including the Department of Environment and Natural Resources, Finance, Science and Technology, among others. The Executive Order also identifies privileges and incentives available to NGVPPT participants. It also mandates the establishment of a pilot project to demonstrate and showcase the initial operation of natural gas buses for public transport.
