Executive Order No. 24: Creation of the Climate Change Adaptation Mitigation and Disaster Risk Reduction Cabinet Cluster, 2017 (Philippines)

The Executive Order reorganizes the Cabinet Clusters for the purpose of integrating good governance and anti-corruption policies in the policy framework of all the clusters. The reorganization created the following clusters: Participatory Governance, Infrastructure, Human Development and Poverty Reduction, Security, Justice and Peace, Climate Change Adaptation and Mitigation and Disaster Risk Reduction, and Economic Development. The Climate Change Adaptation and Mitigation and Disaster Risk Reduction Cluster in particular shall focus on the conservation and protection of the environment and natural resources, and shall serve as a venue for discussing inter-related concerns on climate change and disaster risk management. The Cluster shall also take the lead in the effective integration of policies and programs on climate risk management, disaster risk reduction, and sustainable development. 

The Cluster shall be chaired by the Secretary of Environment and Natural Resources with the following members: the Executive Secretary, Cabinet Secretary, Head of the Presidential Management Staff, Secretary of Budget and Management, Secretary of the National Economic and Development Authority, Secretary of Foreign Affairs, Secretary of information and Communications Technology, Secretary of Finance, Secretary of Science and Technology, Secretary of Interior and Local Government, Secretary of Public Works and Highways, Secretary of Social Welfare and Development, Secretary of Agriculture, Secretary of Agrarian Reform, Secretary of Energy, Secretary of National Defense, Chair of the Metropolitan Manila Development Authority, and Chair of the Housing and Urban Development Coordinating Council.
