Executive Order No. 174 of 2014: Institutionalizing the Philippine Greenhouse Gas Inventory Management and Reporting System
The Executive Order establishes the Philippine Greenhouse Gas Inventory Management and Reporting System in relevant government agencies to enable the country to transition towards a climate-resilient pathway for sustainable development.
The Climate Change Commission is mandated as the overall lead in the implementation of the Order, which will be responsible for providing direction and guidance in the accounting and reporting of greenhouse gas (GHG) emission from identified key sectors in order to develop and maintain centralized, comprehensive and integrated data on GHGs; developing a system for archiving, reporting, monitoring and evaluating GHG inventories in all key sectors, and providing continuous capacity building initiatives in the conduct of GHG inventories to ensure application of updated methodologies.
The lead agencies for different sectors are also identified, namely, the Department of Agriculture and Philippine Statistic Authority for the agriculture sector, Department of Energy for the energy sector, Department of Environment and Natural Resources for the waste, industrial processes and the land-use and forestry sectors, and the Department of Transportation and Communications for the transport sector.
