Energy Regulatory Commission Act, 2003 (Bangladesh)

The Act makes provisions for the establishment of an independent and impartial regulatory commission for the energy sector called the Bangladesh Energy Regulatory Commission. The functions of the commission include:

  • Ensuring efficient use, quality services, determine tariff and safety enhancement of electricity generation and transmission.
  • Marketing, supply, storage and distribution of energy.
  • To issue licenses and to determine any exemption from licensing.
  • To frame codes and standards and to enforce the same.
  • To resolve disputes between licensees and ensure appropriate remedy for consumer disputes, dishonest business practices or monopoly.
  • Ensuring control of environmental standard of energy under existing laws. 

The Act also established the Bangladesh Energy Regulatory Commission Fund.
