Electric Vehicle Industry Development Act, Republic Act No. 11697 (Philippines)

The Electric Vehicle Industry Development Act (EVIDA) established the Comprehensive Roadmap for the Electric Vehicle Industry (CREVI) which is a national development plan for the Electric Vehicle (EV) industry to accelerate the development, commercialization and utilization of EVs. The CREVI includes the following components: 

  • EV charging stations
  • Manufacturing
  • Research and development
  • Human resource development

It defines the roles of government entities with respect to the formulation of rules, regulations and policies to achieve the goals of EVIDA. The EVIDA requires industrial and commercial companies, public transport operators, Local Government Units, National Government Agencies and Government Owned and Controlled Corporations to ensure that at least 5% of their fleet, whether owned or leased, to be EVs. The EVIDA Act also provides for the fiscal incentives applicable to the manufacturing, importation and utilization of EVs. Non-fiscal incentives are also extended to EV users.
