Efficient Management of Electrical Energy Regulations, 2008 (Malaysia)

The Regulations provide for electrical energy management for the efficient use of electricity. They require licensees or supply authorities to submit to the Energy Commission information regarding the consumers whose total electrical consumption over six months exceeds 3,000,000 kWh, failure to comply with which requirement is an offence under the regulations. The commission may direct private installations or consumers whose total generation or consumption exceeds 3,000,000 kWh to, among others, appoint a registered electrical energy manager, as well as to submit a statement of policy for efficient electrical energy management, objectives for electrical energy management, and accounts and documents pertaining to such management. 

The Commission may review the obligations of the private installation licensee or consumer after receiving the submitted information. The Act also provides for the qualifications and registration of an electrical energy manager of an installation who must be a Malaysian citizen and is a registered Professional Engineer, the holder of a Science, Engineering, Architecture or equivalent degree; or holds a Certificate of Competency as an Electrical Services Engineer or a Competent Electrical Engineer. 

The duties of a registered electrical energy manager include:

  • Auditing the total electrical energy consumption or generation at the installation
  • Supervise record keeping on efficient management of electrical energy
  • Ensure submission of required information by the installation
