Ecological Solid Waste Management Act of 2000, Republic Act No. 9003 (Philippines)

The Act established the National Solid Waste Management Commission which is mandated to oversee the implementation of solid waste management plans, and further obligated to prescribe the policies for the achievement of the Act's objectives. The Local Government Units (LGUs) are primarily responsible for the implementation and enforcement of the Act within their respective jurisdictions. The Act requires the mandatory segregation of solid wastes, provides the minimum standards for segregation and storage of solid waste, defines the recycling program, and provides an incentive scheme to encourage the participation of the public in developing projects or techniques with respect to the re-use, recycling and reduction of solid waste. LGUs are required to facilitate the development of local government solid waste management. Open dumps or any practice or disposal of solid waste that constitutes open dumps for solid waste is prohibited.
