The Supreme Court held that the Construction Industry Arbitration Commission (CIAC) shall have jurisdiction over disputes arising from or connected with, contracts entered into by parties involved in construction in the Philippines. Thus, the Supreme Court held that a suit for damages caused by construction activities on an adjoining parcel of land is not within the jurisdiction of the CIAC, simply because an adjoining owner is not a party to a construction contract.
