Doha Amendment to the Kyoto Protocol

The Doha Amendment supersedes the original Annex B of the Kyoto Protocol, imposing new quantified emission limitations or reduction targets for the parties listed in the annex. Moreover, it establishes the second commitment period from 2013 to 2020, within which the parties committed to reduce greenhouse gas (GHG) emissions by at least 18% below 1990 levels. Furthermore, it adds nitrogen trifluoride to GHGs covered listed in Annex A of the Protocol. The amended Annex B does not include countries which had withdrawn from the Kyoto Protocol, or indicate their intention not to have new emission reduction targets or not to ratify the Kyoto Protocol. Furthermore, it does not have binding reduction targets for developing country parties.
