Disaster Management Act, 2013 (Bhutan)

The purposes of the Disaster Management Act of Bhutan are:

  • The establishment and strengthening of institutional capacity for disaster management
  • Mainstreaming of disaster risk reduction 
  • Integrated and coordinated disaster management focusing on community participation 

It establishes the National Disaster Management Authority. The Authority essentially approves national standards, guidelines and standard operating procedures for effective disaster management, allocates resources from the National Disaster Management Budget and ensures establishment of an Inter-Ministerial Task Force. The Authority is also mandated to put in place a mechanism for international cooperation in the field of disaster risk reduction and disaster management. Every Dzongkang Administration shall also constitute a Dzongkhag Disaster Management Committee (primary subdivision of Bhutan), which shall be responsible for coordinating and managing all disaster management operations in the Dzongkhag under the direction and supervision of the National Disaster Management Authority.
