Development Strategic Plan, 2010 (Papua New Guinea)

The Papua New Guinea Development Strategic Plan (PNGDSP) embodies constitutional principles and directive goals which would enable PNG to become a middle-income country by 2030. The PNGDSP interprets and operationalizes constitutional directives and goals and is expected to deliver certain outcomes. The PNGDSP interprets the constitutional directive for integral human development as opportunities for all citizens to achieve potential, and on this basis, aims to deliver quality education for all, build a highly skilled workforce and create opportunities for PNG entrepreneurs. Equality and participation under the constitution is interpreted as equal opportunity to participate in and benefit from national endeavor, which is expected to bring about prosperity to rural areas with extension of transport, utilities, education, health and business opportunities. National sovereignty and self-reliance under the constitution is operationalized as good governance and broad-based growth to build a prosperous nation, which is expected to deliver two million jobs, economic growth averaging 8.4% a year, assure governance and facilitate PNG investors. The constitutional goals on natural resources and environment is translated as maximizing the benefit from resources while managing the environment sustainably, and is expected to result in resource revenues retained by PNG for nation building while protecting the environment. PNG ways enshrined in the constitution is interpreted by the PNGDSP as development incorporating and building on PNG's cultural heritage, which will deliver law and order, land owners given access to markets, and society developed in a PNG way.
