Decree-Law No. 21/2008, Implementation of Satellite System for Monitoring Fishing Vessels (Timor-Leste)

The Fishing-Vessel Continuous Monitoring System (SIMOCEP) enables the monitoring of fishing vessels by graphically representing them on a digital chart. The Decree-Law mandates the National Directorate for Fisheries and Fish-Farming to monitor national and foreign fishing vessels licensed in Timor-Leste through the SIMOCEP. 

It further defined the fishing vessels which are required to install an Automatic Location Communicator (ALC), a continuous monitoring device approved by the Minister that transmits information on the speed, route and position of the vessel, or any other relevant data required concerning its activities. It also lays down the responsibilities of the ship-owner or its representative in the maintenance and operation of the ALC.
