Decree-Law No. 14/2004, Practice of Health Professionals (Timor-Leste)
The Decree-Law applies to all health professionals irrespective of their nationalities and countries where they obtained their academic or professional qualifications, whether such practice is in the public or private sector, through a subordinate or self-employment status. Health professionals are required to register with the Ministry of Health prior to the practice of any health profession.
The Decree-Law provides the process for registration and the registration procedure applicable for foreign nationals. Health professionals are further mandated to conduct themselves in accordance with the applicable norms of conduct, laws, regulations, technical norms, codes of good practices and codes of ethics.
