Decree-Law No. 12/2003, Establishing the Communications Regulatory Authority and Approving the Statutes Thereof (Timor-Leste)

The Decree-Law established the Communications Regulatory Authority (ARCOM) as a public corporate person which is vested with administrative and financial autonomy, as well as properties of its own. It provided for the responsibilities and powers of the ARCOM which include the establishment of guidelines and regulatory policies over the communications sector, and activities of communications operators. It also provides for the powers, rights and obligations, as well as the conduct of proceedings of ARCOM's organizational structure, which is composed of the Board of Directors, President of the Board of Directors and the Monitoring Committee.
