Decree-Law No. 11/2005, Legal Regime of Public Contracts (Timor-Leste)

The Decree-Law lays down the principles of a public contract which are the principle of contractual charge unit, legality, good faith and proportionality. It also enumerates the competent authorities who are authorized to approve and sign public contracts, including the Prime Minister, Minister of Planning and Finance and the Contracts Committee, among others. 

The Decree-Law defines the powers and responsibilities of the Public Procurement Authorities and the Contracts-Committee. It also enumerates and defines the different types of public contracts, as well as the formalities required in the execution thereof.
