Decree-Law No. 11/2003, Establishing the Bases for the Telecommunications Sector (Timor-Leste)

The Decree-Law required the State to establish guidelines for the development and monitoring of the telecommunications sector and its activities. It further enumerates the responsibilities of the State with respect to the regulation, supervision and monitoring of telecommunications. It expressly provides for the right of the general public on the use of public telecommunications service upon payment of the appropriate fees. 

The universal telecommunications service, as well as the establishment of public telecommunications infrastructure, shall be managed and operated by a universal service operator under a concession contract to be entered into with the State. 

The Decree-Law also defines the rules on: 

  1. The obligations of operators and providers of telecommunications services
  2. The rates of telecommunications services
  3. Protection of the secrecy of communication
  4. Protection of consumer rights
  5. Protection of competition
  6. Prohibited acts, offenses and penalties, among others
