Climate Change Strategic Plan for Disaster Management Sector, 2013 (Cambodia)

The Climate Change Strategic Plan for the Disaster Management Sector envisions building communities that are resilient to disasters caused by climatic hazards. It focuses on reducing people's vulnerability to climate change hazards by strengthening the Disaster Management system and being actively involved in Disaster Risk Reduction (DRR) activities.

The Strategic Plan submits that there is a need to promote a culture of prevention, through finding additional resources to mitigate disaster risk for achieving sustainable development. Assessing risks and an early warning system are vital elements for saving human lives, livelihoods and properties, and contributing to sustainable development. 

The Strategic Plan's specific purposes are:

  • To promote the relationship between DRR and Climate Change Action
  • To promote attention on disaster risk management by focusing on vulnerabilities, poverty and the causes of disasters
  • Show the benefits of promoting capacities in adapting to climate change
  • Promote management of unprecedented events and uncertainty of climate change

To achieve the expected objectives and goals of the Strategic Plan, certain actions should be focused on:

  • Promoting the participation of the media to widely disseminate prevention measures and activities needed
  • Publish and distribute posters related to disaster prevention and DRR to local communities, strengthening the capacities of community leaders living with vulnerable groups
  • Strengthening cooperation with stakeholders at all levels through coordination
