Climate Change (Management) Act 2016, Papua New Guinea

The Climate Change (Management) Act of Papua New Guinea (PNG) provides a regulatory framework to promote and manage climate compatible development through climate change mitigation and adaptation activities. The Act provides for immediate mitigation steps including emission mitigation steps, enforced mitigation, fuel standards, building standards and other development standards. It likewise provides for future mitigation steps such as sector specific consultations and rulemaking. In terms of adaptation, it provides for immediate adaptation steps, including climate change adaptation plans and enforced adaptations. Similarly, future adaptation steps consist of sector specific consultations and formulation of development and adaptation standards. The Act also provides for the implementation of relevant obligations of PNG under applicable rules of international law and international agreements related to climate change, including reportorial obligations. It establishes the Climate Change and Development Authority which shall be PNG's Designated National Authority for the purposes of the Kyoto Protocol and any such other or subsequent arrangements or agreements made under the Kyoto Protocol.
