Clean Energy Cess Rules, 2010 (India)

The Clean Energy Cess Rules of India provides for the payment of the Clean Energy cess mandated under Section 83 and 84 the Finance Act of 2010. The cess is an excise duty on goods specified in the Tenth Schedule of the Act, and shall be used for the purpose of financing and promoting clean energy initiatives, funding research in the area of clean energy and for related purposes. The Rules require every producer who is liable to pay cess to be registered immediately with the jurisdictional Central Excise Officer. The producer shall himself assess the cess payable on the specific goods, and shall pay the cess leviable on the removal of the specified goods. Where any producer fails to pay the cess by the due date, he shall be liable to pay the outstanding amount along with interest at the rate specified by the Central Government.
