Cambodia Climate Change Strategic Plan, 2013

The Cambodia Climate Change Strategic Plan 2014–2023 (CCCSP) is designed to fill the policy gap, complement on-going efforts and meet the emerging challenges of development, environment and climate change issues. The vision, mission and goals of the CCCSP were formulated based on the analysis of institutional capacity, observed climate change impacts and climate change projections. It envisions Cambodia developing towards a green, low-carbon, climate-resilient, equitable, sustainable and knowledge-based society. It further sets out the mission of creating a national framework for engaging the public, private sector, civil society organizations and development partners in a participatory process for responding to climate change to support sustainable development. 

Among its goals are:

  • Reducing vulnerability to climate change impacts of people, in particular the most vulnerable, and critical systems (natural and societal)
  • Shifting towards a green development path by promoting low-carbon development and technologies
  • Promoting public awareness and participation in climate change response actions

To achieve the vision, mission and goals, the Royal Government of Cambodia has identified eight strategic objectives. The CCCSP 2014–2023 has likewise set out a number of actions structured into three phases of implementation.
