Building Control Act, 1989 (Singapore)

The Building Control Act of 1989 provides that the application for the approval of the plans of any building works must be made to the Commissioner of Building Control. The Act provides that building works must be carried out under the supervision of an appropriate qualified person. Furthermore, a person must not occupy, or permit or cause to be occupied, any building where any building works have been carried out, unless the Commissioner of Building Control has issued a certificate of statutory completion in respect of that building. Significantly, the Act contains a portion on environmental sustainability measures for existing buildings, including a system of Green Mark scores referring to the environmental sustainability of a building, and prescribes the scoring methodology for this purpose. The Act also authorizes the Commissioner of Building Control, in case a building or building works were carried out in contravention of the Act, to order the cessation of the building works, the demolition of the building; or require any work or alteration to the building.
