Boe Declaration on Regional Security

The 2018 Boe Declaration on Regional Security recognizes the importance of the expanded concept of security, which encompasses human security, humanitarian assistance, environmental and resource security, transnational crime, and cybersecurity. It likewise recognizes the value of prioritizing the environment and regional cooperation in building resilience to disasters and climate change through regional cooperation and support, among others. It reaffirms that climate change remains the single greatest threat to the livelihoods, security and well-being of the people of the Pacific. In view of these, Pacific states are committed to the implementation of the Paris Agreement. In addition, considering that national security impacts regional security, Pacific states agreed to strengthen their respective national security approaches. They likewise agreed to strengthen the existing regional security architecture (covering regional law enforcement secretariats and regional organizations) in order to: (i) consider the expanded concept of security, (ii) identify and address emerging security challenges, (iii) improve coordination among existing security mechanisms, (iv) facilitate open dialogue and strengthened information sharing, (v) further develop early warning mechanisms, (vi) support implementation, (vii) promote regional security analysis, assessment, and advice; and (viii) engage and cooperate, where appropriate, with international organizations, partners, and other relevant stakeholders.
