Biofuels Development Scheme up to 2015 with a Vision to 2025, PM Decision No. 177/2007/QDTTg, 2007 (Viet Nam)

The general objective of the Biofuels Development Scheme is to develop biofuel for use as an alternative to partially replace conventional fossil fuels, help assure energy security and environmental protection. Specific objectives, supporting the general objective, are also identified for implementation within 10-year periods, culminating in a vision to 2025. 

To implement the objectives, the document enumerates main tasks including:

  • Scientific research and technological development, deploying trial production to serve biofuel development; developing the biofuel production industry
  • Building biofuel development potential
  • International cooperation

It also identifies major solutions including:

  • Stepping up the application of research results to practical production, promoting technology transfer and creating an investment environment favorable for the development of biofuel production
  • Increasing investment and diversifying funding sources
  • Intensifying the development of material and technical foundations, as well as human resources, to satisfy biofuel development needs
  • Perfecting the system of mechanisms, policies and legal instruments for biofuel development
  • Expanding and promoting international cooperation on the study of biofuel development experience
  • Raising public awareness about biofuel development
