Bhutan 2020: A Vision for Peace, Prosperity and Happiness (Part II of II)

The two-part Bhutan 2020 sets forth the vision statement of the Kingdom of Bhutan for a 20-year period culminating in 2020. Part I places the vision in context of the past development performance and the challenges ahead for Bhutan. Part II sets for the details of Bhutan 2020, declaring the overarching goal of ensuring the future independence, sovereignty and security of the nation states. It identifies the guiding principles of a distinctive Bhutanese identity; unity and harmony; stability; self-reliance; sustainability; and flexibility. It reinforces the concept introduced in the 1980s of the maximization of "Gross National Happiness" as the central development concept for the vision statement. It discusses development goals in five thematic areas including human development, culture and heritage, socio-economic development, governance, and environment.
