Bangladesh Climate Fiscal Framework

The Bangladesh Climate Fiscal Framework (CFF) provides principles and tools for climate fiscal policy-making, helping to identify the demand (expenditures) and supply (revenue or finance) sides of climate fiscal funds, and to ensure that climate fiscal policy is transparent and sustainable in the longer term. The CFF also recommends a set of climate codes for Bangladesh designed to:

  • Track climate change expenditures for policy analysis and reporting.
  • Estimate long-term climate finance needs by identifying potential climate-related public expenditures across government ministries. 

The study likewise explores ways of including climate change issues in ministry accountability, performance management, and governance structure. It also outlines the existing structure of subsidies for fossil fuel, electricity, and gas, and underscores the need to adjust these subsidies to promote green, sustainable energy as a viable option.
