Association of Southeast Asian Nations (ASEAN) Agreement on Transboundary Haze Pollution

The Association of Southeast Asian Nations (ASEAN) Agreement on Transboundary Haze Pollution (the Haze Agreement) seeks to prevent and monitor transboundary haze pollution as a result of land and/or forest fires which should be mitigated, through concerted national efforts and intensified regional and international cooperation, pursued in the context of sustainable development. The Parties to the Agreement have the obligation to cooperate in developing and implementing measures to prevent and monitor transboundary haze pollution as a result of land and/or forest fires which should be mitigated and to control sources of fires. Parties are also obliged to respond promptly to a request for information or consultations sought by state/s that is/are or may be affected by the transboundary pollution, with a view of minimizing the consequences of the transboundary haze pollution. Furthermore, they shall take legislative, administrative, and/or other measures to implement their obligations under the Agreement. It likewise establishes the ASEAN Co-ordinating Centre for Transboundary Haze Pollution Control for purposes of facilitating cooperation and coordination among the Parties in managing the impact of land and/or forest fires, in particular, haze pollution.
