The Implementing Rules and Regulations (IRR) define homeownership, membership in an association, the articles of incorporation and by-laws of homeowners associations. They govern and outline the procedure for registration of homeowners association, segregation from existing associations, merger and consolidation of associations, the formation of federation, as well as the dissolution of an association, federation, confederation or umbrella organizations of associations.
