2016 Framework for the Resilient Development of the Pacific

The Framework for Resilient Development in the Pacific: An Integrated Approach to Address Climate Change and Disaster Risk Management (2017–2030) embodies high-level strategic guidance on how to improve resilience to climate change and disasters within the context of sustainable development. It is grounded on the "All-Stakeholder Approach," meaning all stakeholders from various sectors, kinds of organizations and governance levels are involved. 

The Framework identifies three interlinked goals, namely: 

  1. Strengthened integrated adaptation and risk reduction to enhance resilience to climate change and disasters
  2. Low-carbon development
  3. Strengthened disaster preparedness, response and recovery

These goals define a non-exhaustive list of priority actions that should be taken by national and subnational governments and administrations, civil society and local communities, the private sector, regional organizations, and other development partners. The Framework promotes the adoption of integrated approaches for managing climate change and disaster risks to efficiently use resources, rationalize multiple sources of funding and enable effective mainstreaming into development planning and budgets.
