2016 Amendment to the Montreal Protocol (Kigali Amendment)

The Kigali Amendment to the Montreal Protocol provides for the reduction of hydrofluorocarbons (HFCs) to combat climate change and its impacts. It aims for the phase down of the production and consumption of HFCs by more than 80% within a 30-year period, while continuing to protect the ozone layer. Certain developed countries are set to begin phase down in 2019. Developing countries are scheduled to freeze HFC consumption levels in 2024, and developing countries with particular circumstances in 2028. It also provides for agreements on technologies to destroy HFCs, data reporting and capacity building.
