14th Five-Year Plan of the People's Republic of China, 2021-2025
The 14th Five-Year Plan of the People's Republic of China (PRC) is described as a "grand blueprint for China's embarkation on the journey of building a modernized socialist country in an all-around way." The Plan is divided into 19 Parts, with 65 articles. The first part of the Plan focuses on PRC's embarkation into the new journey to be a modernized socialist country after achieving the objective of establishing a "well-off society in an all-around way". The Plan presents how PRC will adhere to the core position of innovation in its overall modernization and have science and technology self-reliance and self-improvement. It also focuses on accelerating PRC's development as a modern industrial system by becoming a manufacturing powerhouse as well as a quality powerhouse. The Plan also discusses forming a strong domestic market and building a new development pattern, raising the level of international two-way investment, while cultivating a complete domestic demand system. Part five of the Plan focuses on digitalization. It also proposes refining the basis socialist economic system, and building a high-level mechanism for the socialist market economy. Likewise, the Plan discusses rural revitalization in which industry supplements agriculture. It further discusses the new urbanization strategy, which advances a new people-centered strategy. The Plan also aims to promote green development and to facilitate the harmonious coexistence of people and nature.
