As LPR counsel, Gretchen is part of the team working on the knowledge and support technical assistance involving electronic transactions/digital commerce. She is also part of the Office of the General Counsel’s team providing support to the sovereign operations on processing and administration of loans/grants, technical assistance and cofinancing matters, and also provides support on ADB’s cooperation arrangements, knowledge and partnership agreements and affiliations, among others.
Gretchen has been working in ADB since 2016. Prior to this, Gretchen worked with other international development institutions such as the United Nations Development Programme in their Biodiversity Finance Initiative, and the World Bank-International Finance Corporation in their OECD’s Product Market Regulation study on competition. She was also engaged as consultant by the University of Queensland/UniQuest and ScopeGlobal in their development projects involving tourism and labor. Prior to working in the development sector in 2013, Gretchen was the Director for Legal and Corporate Affairs at Resorts World Manila, and was a litigation associate at the ACCRA (Angara Abello Concepcion Regala & Cruz) Law Office in the Philippines.
She received her Juris Doctor degree from the Ateneo de Manila University in 2007 and was admitted to the Philippine Bar in 2008.
