Jennifer Ngai
Deputy General Counsel
Jennifer Ngai is currently serving as Deputy General Counsel, concurrently Assistant General Counsel (Institutional and Administrative Law), Office of the General Counsel (OGC).
Jennifer Ngai, a national of Hong Kong, China, holds a law degree from University of Cambridge, UK and a Master’s degree in International Economics and International Relations (with Distinction) from Johns Hopkins University (SAIS), USA. She has over 22 years of professional experience, including 15 years in ADB. She is a qualified lawyer in the State of New York, Hong Kong, China, and England and Wales.
She joined ADB in 2010 as Counsel in OGC and held progressive levels of responsibility as Senior Counsel and Principal Counsel in the sovereign operations teams covering CWRD, PARD and SARD. From August 2018 to March 2021, she served as Senior Advisor to Vice President (Administration and Corporate Management). Since March 2021, she has led OGC’s Institutional and Administrative Law team as Assistant General Counsel and provided legal leadership on key institutional matters.
Prior to joining ADB, she practiced law as a structured finance lawyer at a leading global law firm in London, United Kingdom.
As Deputy General Counsel, Jennifer Ngai provides strategic advice and support to the General Counsel in leading OGC. She is the focal point for the planning, implementation, and supervision of OGC's vision, goals, strategies, and work planning to support ADB's overall goals.
