Daovinh Souphonphacdy

Daovinh was one in team who responsible on drafting Degree of Climate Change and was approved by the Prime Minister of Lao PDR in September 2019.

She main responsibility involved supporting document review and update the 2nd NDC (2020). The 2020 NDC update builds upon the 2015 submission with a view to enhancing its ambition through the introduction of three national level greenhouse gas emissions scenarios, namely a baseline emissions scenario, an unconditional mitigation scenario to 2030, as well as a more ambitious conditional mitigation scenario to 2030 towards achieving net zero GHG emissions by 2050.

She is currently involving on develop Decree of Carbon Credit to develop sustain carbon markets in Lao PDR to participating in international carbon markets as outlined in Article 6 of the Paris Agreement. This effort is key to creating a governance framework across multiple sectors that facilitates our entry into these markets. With the expectation the Carbon Credit decree to be approved by the end of this year, signifying a major step forward in our pursuit of a sustainable and clean energy future.
